Search for a RICS home survey in Liverpool and you will find dozens of firms, most of them using the RICS name somewhere on their website. But a logo on a homepage does not tell you what protection you actually get if the survey misses something important.

The difference matters. A RICS-regulated firm has to follow published standards, carry professional indemnity insurance and offer an independent route for complaints. A firm that simply employs a RICS member, or borrows the name, may not give you all of that.

What Is a RICS Home Survey?

A RICS home survey is a property survey carried out to the RICS Home Survey Standard, the professional standard that sets out what each type of survey must cover and how it must be reported. The current standard has applied since 2021 and offers three levels:

RICS Member vs RICS-Regulated Firm: Why the Difference Matters

There are two separate things to look for, and they are easy to confuse.

  • A RICS member is an individual surveyor with a RICS qualification, such as AssocRICS, MRICS or FRICS. Their grade tells you about their training and experience.
  • A RICS-regulated firm is a business that RICS regulates directly. The firm must follow the RICS Rules of Conduct for Firms, which cover areas such as insurance, complaints handling and the protection of client money.

The strongest position for you as a buyer is a qualified RICS member working for a RICS-regulated firm. RICS itself warns that if you use an unregulated firm, you may have no protection in place at all.

Regulated firms should show the words “Regulated by RICS” or the official logo on their website and paperwork. If you cannot see it, ask.

What Protection Does a RICS-Regulated Survey Give You?

RICS sets out these protections in its consumer guide to firm regulation. In plain terms, here is what you get.

A Defined Standard of Work

Your survey must follow the Home Survey Standard for the level you booked. That means a clear scope, written terms agreed before the inspection, condition ratings, and a report that explains what was and was not inspected. If the surveyor falls short of that standard, you have a benchmark to point to.

Professional Indemnity Insurance

Every RICS-regulated firm in the UK must hold professional indemnity insurance that meets RICS requirements. If a surveyor negligently misses a defect and you suffer a loss, this insurance is what allows the firm to compensate you. RICS has also strengthened its rules on run-off cover, which protects you if a firm later stops trading.

A Formal Complaints Procedure

Regulated firms must have a written complaints handling procedure, respond to complaints promptly and give you a copy of the procedure on request.

Independent Dispute Resolution

If you are still unhappy after the firm has responded, its procedure must give you access to an independent alternative dispute resolution (ADR) provider. The ADR provider can review the complaint and may be able to order the firm to apologise or pay compensation. From July 2026, RICS also funds ADR for a year after a firm stops being regulated, closing a gap that previously left some consumers without a route.

Client Money Protection

If a regulated firm holds money on your behalf and loses it, you can claim through the RICS Client Money Protection Scheme. This matters less for a straightforward survey fee, but it shows the level of safeguards in place.

What to Do If Your RICS Home Survey Missed Something

No survey can find every hidden defect, because surveyors cannot lift floors or open up walls. But if you believe a defect should reasonably have been spotted within the scope of your survey, follow these steps:

  1. Check your terms of engagement. Confirm which survey level you booked and what it covered. A defect hidden under fitted flooring, for example, is usually outside the scope of a visual inspection.
  2. Gather evidence. Take dated photos, keep contractor reports and note when you first noticed the problem.
  3. Contact the firm first. Explain the issue in writing and ask for a copy of its complaints handling procedure. Many disputes are settled at this stage.
  4. Follow the firm’s procedure. Give the firm the time its procedure allows to investigate and respond in full.
  5. Escalate to ADR. If you are not satisfied with the final response, the procedure will name the independent ADR provider you can go to.
  6. Report conduct concerns to RICS. RICS cannot award you compensation, but it does investigate concerns about how members and firms behave.

How to Check a Liverpool Surveyor Before You Book

RICS has warned that fraudulent, AI-generated websites are advertising surveying services and falsely claiming a link to RICS. A few minutes of checking protects you:

  • Look for “Regulated by RICS” on the website and on the quote or terms you receive.
  • Search RICS Find a Surveyor, the official directory, to confirm the firm is listed as regulated. RICS Regulation can also confirm a firm’s status if you email them.
  • Ask who will carry out the inspection and check their RICS membership grade.
  • If you want a valuation, ask whether the surveyor is a RICS registered valuer. This is required for a Level 2 survey with valuation.
  • Ask for a sample report and the complaints procedure before you pay.
  • Check for a real local presence, such as a physical address in Liverpool or Merseyside and named staff.

Be wary of a firm that cannot answer these questions clearly, pushes for payment by bank transfer before sending terms, or prices far below the local market.

What Is Changing for RICS Home Surveys?

Two changes are in the pipeline, and both aim to give buyers more confidence.

A New Edition of the Home Survey Standard

RICS consulted on a second edition of the Home Survey Standard in 2025 and currently intends to publish it in the first quarter of 2027. The draft proposed clearer descriptions of each survey level, the option to add a valuation at any level, and new guidance for higher-risk homes such as historic buildings, new builds and retrofitted properties. Until the new edition takes effect, surveyors work to the current one.

A Possible Home Survey Regulatory Scheme

RICS is also exploring a dedicated regulatory scheme for home surveys, similar to the scheme that already applies to registered valuers. If approved, it could introduce extra requirements such as reporting, audits and training for surveyors who carry out home surveys. RICS has said it is still weighing this against alternatives, such as enhanced guidance or a professional credential, and earlier estimates put any scheme in place by the end of 2027 at the earliest.

For Liverpool buyers, the practical message is the same today as it will be next year: choose a RICS-regulated firm, book the right level of survey, and read the terms before you pay.
